Skeletal remains found in North Carolina in 1977 have been identified as those of Cindy Marcell Blizzard, a 15-year-old girl who ran away from her home in Monkton, Maryland, investigators said.
An internal investigation is underway.
"We just expected that as soon as this gets in front of a prosecutor actually looking at it and a judge, this is all gonna go away," Karyann Parkinson said.
