Police said both victims, ages 35 and 42, were shot in the head and pronounced dead at the scene.
"We can't set a bunch of money aside. I wish we could, I wish we had a secret stash, but we don't," said Kelly Neidel, executive director of Two Rivers Head Start in Elgin.
Massey was shot and killed in her home near Springfield last July. Former Sangamon County Sheriff's deputy Sean Grayson is charged with her murder.
