"I will turn this state upside down to get the number of beds we need, but we need the staff for those beds," New York Governor Andrew Cuomo said.

Governor spoke from Javits Convention Center in New York City, which is being turned into a field hospital. The state has more than 13,000 confirmed COVID-19 cases.
Cuomo said the federal government's lack of help will "pick the 26,000 people who are going to die."
President Trump said Tuesday that he wants America "back open by Easter," sparking concern from lawmakers and health experts.
"What are we going to do with 400 ventilators when we need 30,000?" Cuomo said in response to FEMA sending 400 ventilators to New York.
Dezann Romain is among the 125 coronavirus deaths in New York City.
Ashley Gregg, a bartender in Ohio, was let go while still facing medical bills for her young son who died of cancer in 2018.
Senator Rand Paul said he has tested positive for COVID-19, making him the first known senator to contract the disease.
Governors across the U.S. have announced sweeping measures as part of an intensive fight unfolding worldwide against the coronavirus outbreak.
Residents of California, New York and Illinois have all been ordered to remain in their homes as much as possible, with some essential exceptions.
New Yorkers who are self-isolating will still have access to alcohol.
"If somebody wants to blame someone or complain about someone, blame me. There is no one else who is responsible for this decision," Cuomo said.
They decided to perform a rendition of "Happy Birthday" — all from the 95-year-old's sidewalk.
