The suspects will be charged with kidnapping, robbery, aggravated assault and theft.
There is no word yet on what sparked the shooting.
The captain of the Accident Investigations Division says his department is stretched thin as a result of four hit-and-run crashes from Friday to Sunday morning.
The incident happened shortly before 8:30 p.m. at Cottman and Torresdale Avenues.
Police say the shooting happened on the 400 block of West Diamond Street around 7:30 p.m.
Officer Paul Sulock and his partner interrupted a confrontation between two men in Kensington on Wednesday morning.
Philadelphia Police say it happened on Nov. 2 around 5 a.m.
According to police, the two men were found on the home's second floor.
Police say an 83-year-old man was sitting in a church pew inside a chapel on the 2200 block North Green Street around 8:40 a.m. when the suspect entered.
Plowden, who crashed into several cars while fleeing from police, was unarmed.
Philadelphia and University of Pennsylvania police responded to a report of a suspicious object in the area of 33rd and Chestnut Streets.
The victim is in critical condition at Penn Presbyterian Medical Center.
"These things are very concerning to us," said Richard Ross. "We are monitoring their investigation up in New York City."
Police say the incident happened on Oct. 5, around 1:50 a.m., at the His and Hers Restaurant & Bar at 216 South Street.
The incidents happened in the area of South 44th and 45th Streets.
Police say the incident happened on Oct. 4 around 6 a.m., at the CVS at 1405 South 10th Street.
The incident happened shortly after 2 p.m. at 16th Street and John F. Kennedy Boulevard.
It happened Wednesday morning in front of Temple University Hospital's Episcopal Campus on Lehigh Avenue.
This year in Philadelphia so far, there have been 4,513 stolen vehicles, which is a 6 percent increase over this time last year.
The fight happened at Broad Street and Hunting Park On Tuesday afternoon.
Frank King was shot and killed a few days before Christmas in 1998 at Regan's on the Boulevard.
Authorities apprehended the suspect and are investigating whether the hit-and-run was intentional or not.
The victim was taken to Penn Presbyterian Hospital.
