Police say 19-year-old Darwin Andres Gomez-Izquiel was arrested on robbery charges Tuesday at the Queens Center Mall.
The Manhattan district attorney's office says they have identified at least 11 people involved in the incident.
A grand jury will hear the case against 15-year-old Jesus Rivas-Figueroa, who was charged as an adult after the shooting in Times Square.
The victim, a 25-year-old driving instructor, told CBS New York he had just gotten out of his vehicle to let a student in when another man attacked him.
Police say the violence started from a gang-related dispute, but the victims were mostly innocent bystanders.
Court documents identified the shooter who opened fire at Joel Osteen's Lakewood Church in Houston before being killed by security officers.
A Queens man was shot and killed by police after he pointed what investigators now believe was a fake gun at officers.
Police charged 45-year-old Christian Torres, of Brooklyn, with attempted robbery in the Feb. 1 attack.
Police said three men got away with an unknown amount of money and personal items from the temple.
The gunfire erupted just after 9 p.m. outside of a restaurant near 20th Street and Sixth Avenue.
The asylum seekers at the additional shelters will have a curfew from 11 p.m. to 6 a.m. starting Monday.
The NYPD said the assault happened on Jan. 30 on Baxter Street.
"Of course, we're devastated. We don't understand why these things happen," Joel Osteen said.
The teenager is being charged with attempted murder as an adult after U.S. Marshals found him in Yonkers.
