Devontay Shields, 35, of Danville, was arrested on Saturday at Union Station, as he tried to board an Amtrak train to Miami, according to federal prosecutors.
Gustavo Castano Restrepo on Monday pleaded not guilty on two counts of kidnapping resulting in death. Liliani Moreno and her 8-year-old daughter vanished without a trace in May 2016. Restrepo is the girl's father and Moreno's ex-boyfriend.
