The man suspected in the death of young man who drowned in a fourth of July boating incident in Biscayne Bay was arrested Friday for missing court on manslaughter charges. Eulices Barrios, 38, faces a manslaughter charge in the death of Domingo Vilalta, 22 whose body was fished from the water in July. Domingo Vilalta, who had been missing since going overboard after a day of cruising with friends on two boats.
