The ages of the victims range from 12 to 42.
The teen was taken to Comer Children's Hospital, where she was pronounced dead.
Police said tactical officers were on patrol when they approached a suspect, only described as a male, to conduct an investigatory stop when he ran off.
Both were treated by fire crews before they were taken to Illinois Masonic Hospital in critical condition.
Officers responded to a call of a person shot at an apartment where they found a man shot in the chest and woman shot in her chin.
One of the women was hit twice in the shoulder and the other once in the flank, police said.
The shooting happened just before 5 a.m. in the 900 block of East 45th Street.
