John Wesley, 24, was arrested on Friday in the 2700 block of South California Avenue.
Omotayo Kassim, 34, was charged with attempted murder, and aggravated discharge of a firearm from an occupied vehicle.
The victim was taken to Advocate Illinois Masonic Medical Center in critical condition, while the firefighter was taken into police custody immediately after.
Chicago police said the baby was found unresponsive just before 10:30 a.m. in the 6200 block of North Kenmore Avenue.
She was taken to Lurie Children's Hospital and was later pronounced dead.
