Browning was arrested back in September for the alleged rape and assault of a woman he worked with at Gunpowder Falls State Park.
The shooting took place at an Old National Bank branch in Louisville. Police said the gunman, 25, worked at the bank.
The victim was transported to Shock Trauma, where he was pronounced dead.
