Firefighter Price had been with the Fire Department since March 2009. He was most recently assigned to Truck 44, based at 2714 N. Halsted St.
It appeared the cat had been domesticated and had escaped from its owners' yard.
Cleber Fernandez, 26, is charged with one felony count of aggravated battery.
CBS 2's Tara Molina talked to people who live in the area, who say they're hearing gun shots and seeing cars stolen constantly.
The ages of the victims range from 14 to 46.
Pritzker emphasized that the state does not run shelters, and they are the city's responsibility.

The fire started at a warehouse near 41st and Halsted, and later spread to multiple buildings.
Federal prosecutors said Burke "was a bribe-taker and he was an extortionist," but defense attorneys claimed "Mr. Burke never asked for anything from anyone."
"I am grateful that the county and the state have heard our advocacy – their commitment to fund this mission," Johnson said.
