The policy change comes after a rash of e-bike-related incidents resulting in death or severe injury in Southern California.
The park was scheduled to open at 10:30 a.m.
The 76-year-old victim was not yet identified publicly as of Monday morning.

A police shooting involving one suspect caused a 210 Freeway closure of its westbound lanes in the San Fernando Valley on Tuesday.
"Caltrans engineers have determined that it is safe to open the 110 freeway in both directions," LAFD said in a statement.
