Cuomo said he's seen "a lot of disturbing video" about the protests, and that Attorney General Letitia James will be reviewing the entire weekend's protests.
Both incidents happened in the early hours of Saturday morning in Brooklyn.
Demonstrators clashed with officers and torched NYPD vehicles as they called for an end to police brutality after the death of George Floyd.
While many protests were peaceful, some have spiraled into chaos as demonstrations take place across New York City over the death of George Floyd in police custody in Minnesota.
Saturday was the third night New York City saw protests over the death of George Floyd.
Mayor Bill de Blasio said the city will launch an independent review of everything that took place Friday night.
"We have to do work to do still, but we'll get it done by June 8," he said. "We're going to be focusing this next week on the hospital system."
The video shows the officer knocking the woman to the ground, though what led up to the incident is unclear.
Protesters shut down traffic in Lower Manhattan, despite hundreds of NYPD officers trying to keep them on the sidewalks.
