The Dinosaur National Monument, which is located on the border between Colorado and Utah, was last excavated in 1924.
The discovery "rewrites decades of research on Earth's most famous predator," the study's co-author said.
Scientists have long debated whether dinosaurs were in decline before an asteroid smacked the Earth 66 million years ago, causing mass extinction.
The new find was possibly 23 feet long and hailed from a mysterious group of dinosaurs called megaraptorans.
"Spicomellus is one of the strangest dinosaurs that we've ever discovered," the project's leader said.
Apex predators, like the Tyrannosaurus rex, eventually arose from smaller-bodied tyrannosauroid dinosaurs called Khankhuuluu mongoliensis, the study's researchers said.
A paleontologist hailed the discovery as "truly an unusual find," adding it helped explain the relationships in the prehistoric food chain.
