Rosie Chavez, 46, of Berwyn, was arrested and charged with one felony count of first-degree murder and one felony count of kidnapping with force or threat of force.
The shooting happened around 12:14 p.m. in the 7900 block of South Wood Street.
The victims attempted to flee the scene, causing their vehicle to flip and strike two parked vehicles, police said.
Myles M. Stanford, 36, of Lynwood, Illinois, was arrested and charged with one count of first-degree murder and one count of aggravated unlawful use of a weapon by a felon.
Four other officers involved were also taken to the hospital for observation.
Jamal Joiner, 29, and Rasheed Martin, 28, have each been found guilty of the murder.
Prosecutors said Antonio Velasco shot all four victims after spending the evening hanging out with them, smoking marijuana.
