In a project to help unhoused Minnesotans, Travis Smith is creating sleeping mats made from cut-up plastic bags.
"In Minneapolis there's outreach agencies that go out in the middle of the night, in the coldest part of the night, and look for people and bring people survival gear, so they're working around the clock," King said. "But they can't find everybody. It's just dangerous."
A formerly-homeless family of 13, who finally found a new start, is again looking for a place to stay after a fire.
Officials said that the encampment was regarded as a "critical safety concern" following a fatal shooting there last week. The victim in that shooting was 27-year-old Adnan Mohamed Ali.

"Most of us here actually have plans to move on from here but we gotta have time to finish working those plans out. Kicking us out to nothing again is going to make us have to start over again," Charles said.
This winter, residents and activists are calling on the state's largest city to stop clearing out homeless encampments. It comes a day before the city of Minneapolis plans to close an encampment outside the Quarry shopping center.
