Police are seeking the public's assistance in identifying the man who was captured on surveillance footage brutally punching the victim in the face multiple times for no reason.
"I may not be an American citizen on paper, but I am an American citizen by heart," Deyanira Nolazco, a recent Cal State Fullerton grad, who hopes to be a physical therapist, said.
The two officers were both raised in El Monte and had deep ties to the community.
