Anthony Mothershed, 19, has been charged with one count of aggravated discharge of a firearm, and one count of aggravated unlawful use of a weapon.
Police said Luc Vautier impersonated the victim's grandson, and claimed he needed $12,000 to post bail after he was arrested.
"We've lost someone who is very near and dear to us. Jack was that kid who was always smiling and always happy and always interacted with others."
