At about 1:10 p.m. Oct. 12, police responded to a reported shooting in the 200 block of Hollandale Circle.
Police said there was no obvious signs of trauma to the body and that it's unclear how she ended up in the dumpster.
"The officers should have written him out a ticket, sent him on his way and let him live to see another day," said Dee Crane, Tavis Crane's mother.
