Gerzin Ramirez-Perez, 33, has been charged with one felony count of aggravated unlawful restraint and two misdemeanor counts of domestic battery.
Police said they do not suspect the driver who hit the boy was impaired. It's unknown why the boy was lying in the street.
"We're not going to wait around forever for a fair contract," UAW President Shawn Fain said. "The companies know how to make this right."
Opponents have said processing fees charged by credit card companies fund popular rewards programs, which could go away if the bill is passed.
