Some Americans still do not have proper access to high-speed internet, which puts a strain on the economy and is leaving minorities and low-income families with an education deficit. The Shanghai Index fell 8.5 percent, and Japan's Nikkei lost more than 4 percent

Stock markets around the world are tumbling because of bad news from China. The Shanghai Index fell 8.5 percent, and Japan's Nikkei lost more than 4 percent.
