The shooting occurred on Carver Street near Harbison Avenue in the city's Wissinoming neighborhood.
Sean Toomey was shot last month during an attempted carjacking outside of his home in Wissinoming. He died the next day.
"These individuals have no moral compass. Just randomly shooting, robbing, shooting, killing," John Toomey said.
The woman is in critical condition after suffering stab wounds to the arms, neck and face.
