It's grim news as the MTA board members began discussing not when, but how to raise fares and tolls next year.
Lhota was appointed chairman of the MTA in June 2017. He previously held the position in 2012.
Repairs on the tunnel are expected to take 15 months.

JCDecaux says of the first one thousand bus stops inspected, 30 of them had corrosion.
An arrest has been made in the case of a man exposing himself to young girls on at least two separate occasions within the last week in Brooklyn.
"It was very intense. It was very hot, sweaty," said commuter Talia Kovacs. "A lot of people were feeling very upset and anxious and agitated."
