"She started cursing at us and telling how Jews should be killed and Allah will kill them," Lihi Aharon said.
The woman is accused of harassing a child who suffers from harlequin ichthyosis, a severe genetic disorder that affects the skin.
Police say the 16-year-old was arrested Friday morning.
The victims were chased, scared, taunted and, in some cases, punched.

Abraham Gopin, a beloved father and grandfather, was going for a jog inside Lincoln Terrace Park around 7:30 a.m. Tuesday when he was attacked by a man yelling an anti-Semitic slur.
Police say the suspect allegedly struck a 58-year-old man in the face and made anti-white statements.

Officials are worried as each seems more violent than the last.
