NEW YORK (WCBS 880) -- The FDNY has hit a hiring roadblock and that's leading to a lot of overtime.
FDNY overtime costs are skyrocketing because a federal judge has barred the fire department from hiring a new class of recruits after finding the department's test is prejudiced against blacks and Hispanics.

Mayor Michael Bloomberg says the city could hire, but it's up to the judge.
"I can't compel the judge. We can't even appeal. My recollection is because he's never made an order final," said Bloomberg.
The mayor says the city has been reaching out to black and Hispanic candidates, but says the city will not use racial quotas which he says will tear the city apart.
