Boy, 16, charged with manslaughter in deadly Columbia Heights shooting

A 16-year-old boy is accused of fatally shooting a man in the north Twin Cities metro overnight Friday into Saturday.

A criminal complaint filed in juvenile court shows the boy was charged with first-degree manslaughter for the incident that happened near the 4200 block of Central Avenue Northeast in Columbia Heights.

The Columbia Heights Police Department received a report of a homicide that happened around 11:15 p.m. on Friday. The victim, identified as Ibrahim Faisal Dabarani, had been dropped off at North Memorial Hospital. The person who had dropped him off had left and he died a short time later.

Police were able to locate the vehicle and driver from the vehicle seen dropping Dabarani off at the hospital.

He allegedly told police that he and Dabarani had been parked near Yummy Bites off Central Avenue Northeast when Dabarani got out of the car and adjusted his clothing. That's when he says he heard a gunshot go off and Dabarani scream.

Surveillance footage allegedly captured the incident, which police say did not show what the witness described.

The same witness later told police he had not been truthful, charges say. He then claimed he and Dabarani had been hanging out with multiple other people in the area that evening, and Dabarani had been shot when another person in their group, a 16-year-old boy, was moving a gun from his backpack to put it in his jacket.
