A controversial settlement was up for a vote at City Hall on Friday over a police shooting during a traffic stop. The question: should the City of Chicago pay $1.25 million to the family of Dexter Reed, who was shot and killed by police after he shot an officer during a traffic stop his family has said was improper.

The debate over the settlement has caused a divide in the City Council, as the Civilian Office of Police Accountability (COPA) has said it appears Reed, 26, shot and wounded an officer before police opened fire on him.
Some aldermen say the settlement will send a dangerous message, while others say it will save the city money, and time, in the long run. Andrew Ramos reports.
The settlement agreement also would include "non-monetary relief" that would set new restrictions on traffic stops for the Chicago Police Department, sources said.
Lawyers for the City of Chicago said the officers who conducted a traffic stop that ended in the fatal shooting of Dexter Reed earlier this year did so because of tinted windows, contradicting an earlier explanation that the stop was because of a seatbelt violation.

Reed, 26, was shot and killed by police on March 21, during what police told COPA was a traffic stop made because Reed was not wearing a seat belt.
COPA Chief Administrator Andrea Kersten is questioning some of the officers on the scene that night of March 21.
A COPA news release issued Tuesday indicated that a seatbelt violation was the "purported" reason Reed was pulled over. But a letter issued April 1 expressed that COPA had doubts about this.
Reed's family also is calling on the Chicago Police Department to disband tactical units like the one involved in the traffic stop and shooting.
