Ragucci, who resigned in January 2020 amid published reports of a federal investigation of the city's red light camera contract, has been charged with one count of wire fraud and one count of false statements.
Federal prosecutors said it's still an open question, but doubtful, whether the city can legally be considered a victim of Solis' crime.
Federal prosecutors have agreed to drop the charges against Solis after three years if he continues to cooperate with federal prosecutors, and does not commit any more crimes during that time.
