Harlem tenants say rental assistance program payments haven't been made
Some tenants at a Harlem apartment building are facing eviction. They've gotten notices saying they're months, if not years, behind in rent, but as CBS2's Natalie Duddridge reports, they thought it was being paid by the city's rental assistance program.
