The shootings occurred before 11 a.m. at 413 W. 16th St. in the Fulton Houses complex, according to authorities.
The Bergen County Prosecutor's Office says 19-year-old Malik Williams of Garfield was taken to Hackensack University Medical Center following shots fired by both Garfield and Bergen County police.
