The Minnesota House passed a fast-tracked bill Thursday night to codify abortion rights into state statues by a vote of 69-65.
It will be President Biden's first time addressing a divided Congress.
Chief Justice John Roberts asked the marshal of the Supreme Court to investigate the leak.
The $4.1 billion proposal would provide paid family and medical leave, increase support for small businesses and expand critical sectors of Minnesota's workforce.
