The Bears considered moving out of Chicago in 1995 with several proposals - including one that would have sent them to Gary, Indiana – and it to a big fight between team executives and Mayor Richard M. Daley.
"The decisions we're announcing today may not be the easiest or most popular, but we believe they're the best decisions for the Bears," Bears chairman George McCaskey said.
Phillips expressed his feelings on the Bears' future in a letter to season-ticket holders.

The two preseason games' cost have drastically reduced, while regular-season contests are up 10 percent.
