South Holland police said officers determined that the ATV had crashed into a concrete barrier, killing the victims.
State police said troopers tried to safely stop the operator when it became involved in a crash with a car on I-55 southbound north of Black Road.
Preliminary investigations indicated that the boy was driving a REX110 ATV with an 8-year-old passenger heading northbound on the sidewalk between the 900 and 1000 block of Mission Boulevard.

Detectives and crash investigators determined Samantha Jacobson, 45, of Crystal Lake, was responsible for hiding evidence from the investigation.
The incident happened near Taylor and Jefferson streets in the West Loop.
A man is dead after being tossed from his ATV in unincorporated Spring Grove Tuesday morning, according to the Lake County Sheriff's Office.
