Hurricane Harvey has settled over southeast Texas, dumping rain and lashing the state's Gulf Coast with damaging winds.
Operating out of a 22nd-floor office in the Moorehead Federal Building downtown, the Army Corps of Engineers in Pittsburgh is now a Hurricane Harvey Emergency Operations Center.
Conditions deteriorated Friday along the Texas Gulf Coast as Hurricane Harvey strengthened and crawled toward the state, with forecasters warning that evacuations and preparations "should be rushed to completion."
The National Hurricane Center says Tropical Storm Harvey is now Hurricane Harvey and is forecasting it will become a major hurricane to hit the middle Texas coastline.
