Flash flooding swamps part of Elizabeth, N.J.
In Elizabeth, on North Avenue near Spring Street, flooding was nearly waist-high. Cars were stranded in the water. One person could be seen doing a backflip into the water. CBS News New York's Andrew Ramos reports.
