Alleged Drunken Wrong-Way Driver Charged In Crash That Killed NYPD Detective
GREENBURGH, N.Y. (CBSNewYork) -- An alleged wrong-way driver accused of causing a crash that killed an off-duty NYPD police detective had a blood alcohol content above the legal limit at the time of the incident, authorities said Monday.
Efren Moreano, 20, of Yonkers, was charged Monday with vehicular manslaughter in the crash on the Sprain Brook Parkway that killed Officer Paul Duncan, 46, of Hartsdale on Friday, Feb. 27.
Moreano remained at the Westchester Medical Center in Valhalla, where he was recovering from his own injuries, authorities said. But he was arraigned at the hospital Monday before Westchester Superior Court Judge Robert Neary, authorities said.
Moreano was allegedly intoxicated with a blood alcohol level of 0.11 percent, authorities said.
Duncan was killed while on his way to work early that Friday morning on the Sprain Brook Parkway Greenburgh. Duncan was headed to Queens for an earlier shift that he took so he could be home sooner for his 13-year-old daughter.
"When it was confirmed I couldn't believe it," family friend Anita Howard said last week. "I was like, not him because it was a person who didn't deserve that. He really didn't deserve that."
Duncan had 16 years on the force and was just 10 months from retirement when he was killed. Duncan was a detective 1st grade and was assigned to the NYPD's Internal Affairs Bureau, police said.
Moreano was ordered held without bail, and is due to appear in Town of Greenburgh Court at 9:30 a.m. Friday, authorities said.
