The howling wind was no impediment to those couples saying I do.

"We really like the Empire State Building," said Steve Kuprel, who was renewing his vows with wife Kristen. "It's my favorite building. It's a symbol of New York."

Getting married on top of the Empire State Building is something Michael and Debra always wanted.

"I always seen it in the movies, growing up in the Philippines, I've always seen it and found it to be such a romantic place to get married or meet your match in life," Debra said.

"I'm totally fine," she said. "I could actually run around in this."

The couples were all married by the observatory director.
