Rep. Tom Emmer says SAVE Act is "necessary"
The Safeguard American Voter Eligibility Act, otherwise known as the SAVE Act, would require proof of U.S. citizenship in order to vote, though studies show that non-citizen voting in Minnesota is extremely rare.
