Parents concerned after adult enrolls in classes at White Bear Lake

White Bear Lake schools said 22-year-old Kelvin Luebke used fake documents to enroll as a high school student. He has not been charged in relation to the incident, though his previous conviction for indecent exposure involving a minor has some parents on edge and calling for accountability.
