Ex-Marine with PTSD surrenders after hours-long overnight SWAT standoff in Downtown Miami, police say
A 64-year-old man is in custody Friday after an hours-long standoff with SWAT officers that started Thursday night in Downtown Miami, authorities say.
The incident unfolded around 8:30 p.m. in the area of 400 Northwest 3rd Court. The Miami Police Department said it received a report of a man going through a "mental crisis," and pointing a gun at another man.
When police got to the scene, officers spoke with a man in his apartment who said the suspect, later identified as Frederick Norman Kelch, had pointed a gun at him and his father. The father said he was at home with his son, waiting for the suspect to check out an apartment to rent together.
Kelch, who is an ex-Marine and has PTSD, showed up to the apartment while experiencing "an episode of paranoia," according to an arrest affidavit. He said he thought people were "coming after him."
Suspect went in and out of Miami apartment for hours, affidavit says
The affidavit said that for several hours, the suspect would enter the apartment and leave several times. At one point, he had a seizure, according to the arrest document. Then, one of the men noticed he had a gun on him, took it and hid it for safety while Kelch was sleeping in another room.
The man said the suspect then woke up and ran into the living room with his fist in the air. The man then ran out of the apartment "in fear of his life," the affidavit said.
While speaking to the father, officers were informed that Kelch was still inside the apartment and was armed.
As officers announced their presence, Kelch emerged with a firearm, Miami police said. There was then an exchange of gunfire between the suspect and the officers – no one was injured. The suspect continued to barricade himself.
Kelch surrendered and was taken into custody without injury around 2:30 a.m. Friday, police said.
Police remained on the scene during the early Friday morning hours to investigate.
