Judge Carla Espinoza set Ramón Morales Reyes' bond at $7,500 during a brief hearing at immigration court in Chicago.
The move applies to immigrants over the age of 13 who are in the U.S. unlawfully and who have not submitted fingerprints or registered with the federal government.
Hundreds of "illegal immigrant criminals" in the U.S. were arrested and hundreds more flown out of the country on military aircraft, the White House said.
The move has been slammed by civil rights and community groups, who say it "fosters division" and "endangers residents."
County commissioners said they see it as a way to better track undocumented immigrants in the area.
The Biden administration's program will benefit unauthorized immigrants with American citizen spouses, if they have lived in the U.S. for at least 10 years.
