A police officer was seen carrying a child wrapped in a blanket away from the scene where the suspect was arrested.
Troopers chased the suspect on foot and placed them into custody. A weapon was also recovered.
Chicago police and air support located the car in the area of Diversey and Central Park and initiated the pursuit, ISP said.
The 17-year-old eventually crashed and tried to run away on foot.
