Jodey Arrington of Texas, the chairman of the House Budget Committee, tells "Face the Nation with Margaret Brennan" that the budget measure with $880 billion in funding reductions, which could lead to potential cuts to Medicaid, is necessary because "if we don't make these cuts, these changes, this program and the federal budget in general is not sustainable."
