Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, each face a charge of capital murder in the killing of Jocelyn Nungaray, police said. The medical examiner has determined that her cause of death was strangulation.
The two men were seen on surveillance footage with Jocelyn Nungaray before her body was found in a Houston creek.
The first suspect detained in connection with the murder has been released, police said.
That investigation included looking into the death of at least one of the operator's clients.
Police say they identified the suspect from surveillance video based on past interactions with him.
