No Heat, Now Water May Turn Off At Terrell Apartments

TERRELL (CBSDFW.COM) - Residents of the The Virginia Ann Apartments haven't heat since January 4, 2015. It's an unbearable situation for dozens of people that got worse after a notice of termination of water and electricity was put on their front doors.
One family who received the notice are relying on heat from their oven to keep their 10-month-old child warm. "I can't let her play around in the kitchen with the oven open," said Omar Brown, who admits he doesn't have a choice. "I think something should be done."
As many as 50 other residents of the apartments are desperate for warmth. Now that the city is threatening to cut all water and power to the troubled complex as early as next week, they may need to relocate, too.
"It's bad for us because we have a young child and if we don't have water will have to go stay in a room this is not livable really," said apartment tenant Shelby Brown. She and her husband, who pay $830 a month in rent, are sleeping on their couch. Their bedrooms are too frigid to stay in.
The apartment manager told tenants not to worry, that he is working out an agreement with the city to keep power and water on.
According to city officials, the complex has been plagued with problems.
Just last month, the complex was cited for a health and safety hazard concerning raw sewage on the property. The city is levying fines, hoping to put pressure on the property's out-of-state owners to come up with permanent solutions.
The city, however is demanding a certificate of occupancy letter from residents. It's a cold, complicated situation that seemingly is getting worse.
Attempts to reach those owners for comment were unsuccessful.
