MOON TOWNSHIP (KDKA) -- Kevin Loy, 49, of Moon Township, is being held in the Allegheny County Jail after police arrested him on charges of assault, making terroristic threats and public drunkenness.
Loy was seen on neighborhood security cameras walking down the street with a machete in his hands approaching the home of one of his neighbors in the Mooncrest section of Moon.
Moon Township Police Captain Gregory Seamon told KDKA-TV's Ralph Iannotti that when officers went to Loy's Oak Drive home, "he appeared to be intoxicated and readily admitted he went to the victim's house and threatened to kill him, chop him up, and throw the [body] pieces in the river."
Seamon said when Loy showed up at his neighbor's door, he waved the large knife and made racist comments.
A police criminal complaint says Loy ran into the street with his fist up ready to fight, saying he was going to beat his (expletive – expletive).
It's the latest incident in which the cameras, installed in Mooncrest several years ago, have helped police solve a case.
This past January, a taxi cab driver was robbed and security cameras assisted police in their investigation, which eventually led to two arrests.
The cameras were installed to help deter crime in a neighborhood which has a higher crime rate than the rest of Moon.
In another case, police said a pizza delivery driver claimed he was robbed in Mooncrest, but surveillance camera video showed the driver made up the story.
