Dallas Officer Arrested For Indecency With A Child

DALLAS (CBSDFW.COM) - Dallas Police said one of its officers turned himself in to DeSoto Police Wednesday on an active arrest warrant for two counts of indecency with a child by contact, a first degree felony.

The officer is Senior Corporal Joe Ramos, Jr. who is out of jail on a $5,000 bond.

DeSoto Police began investigating the case in 2016.

DeSoto Police say the alleged sexual contact happened in a residential neighborhood with the city.

A department spokesperson said officers investigated the case and turned over their findings to the Dallas County District Attorney's Office, which issued the arrest warrant for Ramos.

Senior Corporal Ramos has been with Dallas Police Department since July 1997 and was most recently assigned to the Open Record Unit.

He is now on administrative leave pending the outcome of the administrative investigation.

Ramos was once fired, though, over similar allegations.

Ellis County court records show he was indicted in 2006 on charges of Indecency with a Child and Aggravated Sexual Assault of a Child.

The Dallas Morning News that year reported the victims, a 6-year-old boy and an 8-year-old girl, told relatives in separate instances that Ramos had molested them.

An Ellis County jury acquitted Ramos in one case.  Two weeks later, prosecutors dismissed the second, noting the child victim was "unable to testify."

After being cleared of the 2016 charges, Ramos was reinstated with the Dallas Police.

Earlier this year, Ramos received the Shining Star award, recognizing "moral leadership and public virtue" within the Dallas Police Department.
