The president laid out a new offer from Israel delivered to Hamas by Qatar that would start with a six-week cease-fire, allowing talks for permanent peace. Israeli military forces would withdraw from Gaza, and Israeli hostages would be released in exchange for Palestinian prisoners. It would also allow 600 trucks with humanitarian aid into Gaza daily.
The tensions are putting even more pressure on the Biden administration to re-consider its military support for Israel. The white house emphasized that President Biden would re-evaluate support if Israel carried out a large ground operation in Rafah.
Israel said it was targeting two Hamas commanders in the area.
Dr. Adam Hamawy, a surgeon from New Jersey, was in a hospital Wednesday near the city of Rafah.
The doctor is just one member of an international team providing care to Gaza.
It comes days after the U.S. withheld shipments of certain weapons, with President Biden saying more could be held back if Israel expanded its attacks in Gaza.
Israel's battle against Hamas has forced nearly 360,000 people to flee from a city they were told only months ago to seek refuge in.
Some 300,000 Palestinians fled Rafah over the weekend and there's concern overflowing tent cities may not be able to handle more people.
It comes despite the White House warning Israel last week not to launch an offensive against the city.
The warning comes after Israel launched a series of targeted strikes around the city in southern Gaza. Defense Secretary Lloyd Austin told lawmakers the U.S. has already paused an earlier shipment of thousands of bombs.
It's due to concerns Israel will drop the bombs on Rafah. It's the last Hamas stronghold in Gaza. But more than one million Palestinians are sheltering there from the war. CBS Correpondent Natalie Brand reports.
Ceasefire negotiations will continue Wednesday, even as Israel escalates its war in Gaza.
