Water shot out of multiple drains like geysers into the air as water pressure became too much in some areas of the city.
The heavy rain fell in a short period of time as well with some areas reporting 2.6 to 3.5 inches in as little as an hour.
The project includes storm water drainage systems and a new storm water park and pond.
Damage was widespread after a massive downpour dropped more than 11 inches of rain in parts of St. Charles County and up to 10 inches elsewhere in the St. Louis metropolitan area.
Excessive rain is expected from storms tonight.
"It was a mistake they made that they refuse to admit, and now we are the ones holding the bag for $40,000," Steve Balser said.
