The decline of malls: One lawmaker thinks he holds the key to revival

North Attleboro state representative Adam Scanlon filed a bill in the House that would push the owner's of malls to fill vacancies in their buildings or pay more in taxes. He specifically cites the Emerald Square Mall on Route 1 which has seen a severe decline in recent years.
